The eighth Conference of the Parties (COP 8) to the United Nations Framework Convention on Climate Change (UNFCCC) and the seventeenth sessions of the COP’s Subsidiary Body for Implementation (SBI) and Subsidiary Body for Scientific and Technological Advice (SBSTA) took place at the Vigyan Bhawan Conference Centre in New Delhi, India, from 23 October to 1 November 2002.

Over 4300 participants from 167 Parties, 3 observer States, 213 intergovernmental, non-governmental and other observer organizations, and 222 media outlets were in attendance.

COP 8 focused on implementation and adaptation strategies. It also established closer links between climate change and sustainable development.
At COP 7 in Marrakech, parties completed negotiations on rules for implementing the Kyoto Protocol. Since then 96 nations ratified the protocol and it is expected to come into force in early 2003. The eighth Conference of the Parties to the Climate Change Convention (COP 8) marked a new phase of negotiations focused on implementation of the Marrakesh Accords and UNFCCC issues.

On Friday, 1 November, the COP Plenary have adopted a Delhi Ministerial Declaration on climate change and sustainable development.
It stresses that in addition to mitigation, high priority must be given to adapting to the adverse impacts of climate change. The Declaration reiterates the importance of carrying out all existing international commitments under the United Nations Framework Convention on Climate Change. It also calls for early ratification of the Kyoto Protocol.

One accomplishment was making the Protocol’s Clean Development Mechanism fully operational. The CDM will promote sustainable development in developing countries
while offering industrialized governments credits against their Kyoto targets. The first projects are now likely to be approved during the first quarter of 2003.
