Montréal hosted the 11th Annual United Nations Climate Change Conference from November 28 to December 9, 2005. This was the first Meeting of the Parties since the Kyoto Protocol came into effect in February 2005. This event represented a milestone in the global effort to address climate change. It opened a new chapter in the international dialogue on the Kyoto Protocol, including discussions about long-term measures to address climate change, and engaged the world to pursue and enhance efforts to reduce greenhouse gas emissions.

UN-Klimakonferenz zu Ende – BM Pröll freut sich über „großen Erfolg“
Die UN-Klimakonferenz in Montreal hat sich auf eine Fortschreibung des Kyoto-Protokolls geeinigt. Damit werden für die Zeit nach 2012 weitere Vereinbarungen zur Verringerung der Treibhausgas-Emissionen ausgehandelt werden. Umweltminister Josef Pröll freut sich über „einen großen Erfolg“, der „entgegen allen Erwartungen“ erzielt werden konnte.

Meanwhile the US has, against its will, had to agree to talks with both rich and developing countries to new measures that all nations can take on combating the threat. The resolution is vague and the talks are only "open and non-binding", but it is far more than the US wanted or most people expected.

Der Abschluss der COP11/MOP1 kann als Erfolg gewertet werden. Lange Zeit sah es nämlich so aus, als ob ein Beschluss über Verhandlungen über die Zeit nach 2012 an der Verschiedenheit der Standpunkte und an den Störmanövern der USA scheitern würde. Die Staatengemeinschaft hat aber beschlossen, den multilateralen Weg fortzusetzen.

Joy as climate talks take Kyoto to next phase
Environment ministers agreed on Saturday to a road map to extend the Kyoto Protocol climate pact beyond 2012, breaking two weeks of deadlock at UN talks aimed at curbing global warming.
Minutes after passing the Kyoto resolution, ministers also agreed to launch new, open-ended world talks on ways to fight global warming, overcoming objections by the United States, which had resisted taking part in broader discussions.

Technology in a Post-2012 Transatlantic Perspective

The EU and the US have found themselves supporting two polar views on which strategy is the most effective in achieving stabilisation of greenhouse (GHG) emissions: ‘market pull’ vs ‘technology push’. As an advocate of the latter, the US asserts that the principal emphasis should be on technology development, financed through typical public R&D programmes. In supporting the ‘market-pull’ approach, the EU argues that technological change is an incremental process emanating primarily from business and industry, induced by government incentives. This paper argues that these two opposing positions can be explained by the respective political economies in the EU and the US but that changes are afoot that can improve the prospects for cooperation. In order to foster the convergence of views, additional conditions need to be fulfilled in both the EU and the US.
